A memorandum signed by the chief of the general staff and the three service commanders, delivered to the president and the assembly, which forced Süleyman Demirel's government to resign. A series of technocratic and martial-law governments followed; constitutional amendments in 1971–73 rolled back many of the 1961 charter's liberal provisions.
